So that dress layered on the T-Shirt, I figured out why it is giving me such heavy nostalgia vibes: Larisa Oleynik's character "Dawn" from "The Babysitter's Club" (1995) definitely wore at least two different versions of that outfit in the movie.
Amy Jo Johnson's character "Julie" from "Felicity" would maybe wear something similar and the character "Sharon" from My So-Called Life would probably wear such a dress and I think she did in the series. Such great shows were made back then.
